The bottom has fallen out of the Pay to Play journals market.
With high bogosity journals offering online publication fee discounts of up to 96%, climate cranks, P-R hacks and Chemtrail & Sky Dragon fantasists can now " scientifically " publish whatever they please for $100 or less.
Here's the 'peer review' report of a tract recently published in Journal of Geography, Earth Science and Environment International, at a cost of 60 dollars. Watts has since reprinted it in WUWT for free:
At no additional charge, Science Domains International can provide reviews of crank papers by other crank authors- Here's gonzo climatologist Nicola Sciafetta's imprimatur for Herndon's theory that Michigan bird droppings evidence a vast Chemtrails conspiracy:

Title of the Manuscript:
Evidence of Intentional Efforts to Cause Global Warming and Glacier Melting
New Title: An Indication of Intentional Efforts to Cause Global Warming and Glacier Melting
Original Research Article
The author of the manuscript simply changed slightly the title of his paper from “Evidence of Intentional Efforts to Cause Global Warming and Glacier Melting” to “An Indication of Intentional Efforts to Cause Global Warming and Glacier Melting.”
Dear Editor,
I still believe that the title is far too strong and does not properly describe to the content of the paper. I would suggest something different such as
“Analysis of an oily-ashy substance accidently released by an aircraft over Harrison Township, Michigan”
Some comment in the abstract and in the body of the paper need to be rewritten in a more hypothetical way. For example, instead of writing
“The results of this investigation provide evidence that is strongly suggestive of a deliberate effort to hasten the melting of glaciers and thereby hasten global warming.”
it could be written
“If similar substances were released worldwide, they could hasten the melting of glaciers and thereby hasten global warming.”
And similar corrections had to be repeated in the body of the paper.
